Multiculturalism Self-Assessment Tool

The Multiculturalism Self-Assessment Tool is an initiative developed by the Global Union for Intercultural Dialogue (GUIDE) with the support of the Ministry of Culture of the Republic of Azerbaijan. It provides organizations with a structured, evidence-based framework to evaluate how effectively they integrate multiculturalism, diversity, and inclusion into their governance, policies, operations, and public engagement.
Overview
The tool is designed to help organizations of all types and sizes — government institutions, international organizations, NGOs, academic institutions, and private sector entities — identify strengths and gaps in their multicultural practices, benchmark their performance, and develop targeted strategies for improvement. Rather than evaluating organizations in normative terms, the framework identifies progressive levels of institutional maturity across seven key dimensions, ranging from limited development to advanced, integrated practice.
The Seven Dimensions
01 — Leadership & Governance How effectively diversity and inclusion are integrated into leadership structures and decision-making processes.
02 — Policy & Legal Framework The maturity of formal policies and regulatory mechanisms supporting equality and inclusion.
03 — Workforce Diversity & Inclusion Diversity representation and the quality of inclusion practices within the workforce.
04 — Education, Training & Capacity Building The depth and consistency of organizational learning related to diversity and inclusion.
05 — Public Engagement & Social Cohesion The quality of engagement with external stakeholders and diverse communities.
06 — Digital Inclusion & Communication The accessibility and inclusiveness of communication channels and digital systems.
07 — Monitoring, Data & Accountability The strength of data systems and accountability mechanisms for tracking inclusion outcomes.
Structure
The assessment consists of 35 structured questions — five per dimension — each rated on a scale of 0 to 10. The tool is completed in a step-by-step format with a progress indicator, taking approximately five to seven minutes. Upon completion, organizations receive a results dashboard showing their overall score out of 350, dimension-level scores, visual charts, key insights, and tailored recommendations. Results can be exported as a PDF report.
Outcomes
The tool equips organizations with a clear picture of where they stand on multiculturalism and inclusion, and a practical basis for improvement. By enabling consistent, evidence-based self-evaluation, it supports the kind of institutional accountability that turns commitment to intercultural dialogue into measurable, sustainable change.
